I take this opportunity of mentioning that my reason for not hitherto replying to your Excellency's communication of the 11th April was my reluctance to prolong a useless discussion on the sufficiency of the Macao Rules for the prevention of Kidnapping. It seems inexpedient to discuss that which is made more evident by the revelations of every week. I could only have repeated that whilst piratical excursions for the purpose of seizing Coolies are conducted from Macao, those who invest their money in them are the best judges whether the Regulations of the Macao Government will prevent their realising the expected fruits of their nefarious enterprise.
